사업내용 1. Backgrounds
Under the rapid industrialization in Vietnam, the number of patients with Non-Communicable Disease(NCDs) continues to increase and the need to strengthen its primary health care system has been raised to address this burden of disease.
In order to enhance the competency of primary health care personnel through education programs, the Primary Care Department of the Global Center conducted education programs under the titled " Prevention of NCS (Stroke), Metabolic Syndrome, and NCDs" from 2014.
The education program aims at setting the sustainable primary health care system through education for primary health care personnel at local area. For that, instead of carrying out direct training programs by Korean research team, joint developed curriculum with Ho Chi Minh University of Medicine and Pharmacy (UMP) is made to meet the local needs. And on January of 2019, Hypertension(HTN) Training program was implemented in Thuan-an district.

2. Methods
Before beginning the hypertension program, Korean research team visited to the local Community Health Center, and discussed with representatives of local primary health care personnel. Through that field visit, the characters of the field and main purpose of education according to the needs of local stakeholders can be identified.
Also Consensus Workshop between Vietnamese researchers and local medical personnel to select hypertension as a major NCD to be addressed, and set up basic indicators which can be measured for primary physicians’ management competence of high blood pressure. Further details of training items, training methods, and evaluation methods were discussed with the local researchers of UMP in terms of medical relevance and based on theoretical framework within this collaborative project team.
After then, training contents, training modules, items of pre-/post-assessment and measurement method were finalized by local medical staff and medical researchers who will be responsible for training local primary health care personnel.
All 10 community health centers in Thuan-An district were divided into two groups, and hypertension management program was implemented for the first five local health centers' primary health care personnel to compare the other five health centers
The Kirk-Patrick evaluation model was used for the assessment methodology. The main indicators for this project are measuring changes in satisfaction, knowledge/skill, behavior and health outcomes, corresponding to the four stages of the Reaction, Learning, Behavior, and Results.

3. Result
A training programs for strengthening primary health care workforce about hypertension management was developed by cooperation with family medical doctors in Korea and local researchers in Vietnam
The developed program was implemented to 29 physicians and 15 assistant physicians. The program consisted of 3 online training sessions and 3 on-site training sessions using a “Flipped Learning Method”.
Data for pre-assessment evaluation were collected including: first, a questionnaire for knowledge assessment includes 60 multiple choice questions in six modules, second, observation checklist with 27 questions of practical skills with 2 clinical cases, and third, a brief survey on participants’ satisfaction with 5 questions.

4. Conclusions
Although time constraints prevented us from assessing changes in behavior level and health impact yet, a result of post evaluation demonstrated that this project has improved local medical personnel’s knowledge and practice level with high satisfaction.
The project team is planning to expand its program to diabetes and dyslipidemia those are core non-communicable diseases with priorities than other diseases.
